In 2023, OWWA takes pride in providing the Education And Livelihood Assistance Program (ELAP).
As a part of the Department of Labor and Employment (DOLE), OWWA is a dedicated group responsible for safeguarding the well-being of Filipino workers and their families living and working abroad. Previously known as the Welfare and Training Fund for Overseas Workers, this program was established in 1977.
With offices in 31 locations across 27 countries, where many Overseas Filipino Workers (OFWs) are employed, and in all seventeen regions of the Philippines, OWWA is committed to reaching and assisting those in need.

Benefits of the Education and Livelihood Assistance Program (ELAP) 2023
- Livelihood Assistance- Php 15,000.00
- Educational Assistance- intended for deceased OFW with school-age qualified dependent. The eldest or the firstborn shall be qualified dependent. In cases where the eldest/firstborn is not suitable or able, the next-born child shall be elected.
- The assistance covers education assistance from primary (Kindergarten)– Php 5,000.00, secondary– Php 8,000.00, and tertiary– Php 10,000.00 education.
Qualification of the Education and Livelihood Assistance Program (ELAP) 2023
A child of an active OWWA member or a sibling of a single active OWWA member who is:
- Incoming Freshmen (1st year college)
- Single
- Grade 11 graduate (Incoming Grade 12 / currently enrolled as Grade 12)
- Not more than 21 years old
- With a General Weighted Average (GWA) of 80% in all academic and non-academic subjects during the last school year attended in full load
- For those who are already enrolled in 2nd year to 5th year in college
- Single
- Not more than 30 years old
- With a General Weighted Average (GWA) of 80% in all academic and non-academic subjects during the last school year attended in full load
Note: Applicant is not a recipient of any OWWA or other scholarship grant

How to apply for the Education And Livelihood Assistance Program (ELAP) 2023
- Visit the OWWA Regional Welfare Office that covers the permanent address of the OFW.
- Get queuing number or queue in the line
- Present/Submit the accomplished Endorsement Form from Social Benefits Unit/Desks and the OFW Membership Record. Obtain ELAP application forms and checklist of requirements.
- Submit the accomplished forms and requirements to the Reintegration Unit/Desks. Obtain schedule of the Entrepreneurship Development Training (EDT)
- If deceased OFW has qualified dependent for ELAP-Educational Assistance, proceed to Education and Training Unit/Desk and get requirements checklist
- Submit the complete requirements for ELAP – Educational Assistance Application and wait for the result of the evaluation.
- Attend the training/orientation in the designated schedule and venue provided.
- EDT for LivelihoodAssistance
- Scholarship Orientation
- Obtain the Notice from the Reintegration Unit/Desk and/or Education and Training Unit/Desk for the release of assistance. Note: Bring at least two (2) valid I.D.s of the claimant/dependents
