The Negros Occidental Scholarship Program (NOSP) is now accepting applications for School Year 2026–2027!

About Negros Occidental Scholarship Program

The NOSP is a provincial government initiative that aims to help deserving students from low-income families.

It provides financial assistance to qualified students, from senior high school graduates to college and vocational students.

The program also has special scholarships for children of farmers, fisherfolk, solo parents, OFWs, Indigenous Peoples (IP), persons with disabilities (PWD), and more.

List of Negros Occidental Scholarships Available

Here is the list of scholarships currently open for application — but remember, you can only apply for one.

1. District Educational Scholarship (DES)

Short Description: For children from low-income families who are currently Grade 12 students or out-of-school youth.

Allowed Courses: Any baccalaureate degree program.

Recognized Schools: Any state university or state college in Negros Occidental.

Benefits: Book and uniform allowance per semester, monthly stipend, thesis/research paper allowance, board exam subsidy.

2. Pagkaon Scholarship Grant (PSG)

Short Description: For children of marginal farmers, fisherfolk, sugarcane workers, and other related sectors; currently Grade 12 students or out-of-school youth.

Allowed Courses: Agriculture-related courses.

Recognized Schools: Any state university or state college in the Philippines; Catholic Ming Yuan College.

Benefits: Free tuition and other school fees, book and uniform allowance per semester, monthly stipend, thesis/research paper allowance, board exam subsidy, transportation allowance for grantees studying outside Negros Occidental.

3. Pagkaon – Degree Completion Scholarship (PDCS)

Short Description: For children of marginal farmers, fisherfolk, sugarcane workers, and other related sectors who are currently enrolled in college.

Allowed Courses: Agriculture-related courses.

Recognized Schools: Any college or university in the Philippines where the student is currently enrolled.

Benefits: Book and uniform allowance per semester, monthly stipend, thesis/research paper allowance, board exam subsidy, transportation allowance for grantees studying outside Negros Occidental.

4. Indigenous Peoples’ Scholarship (IP)

Short Description: For children of Indigenous Peoples belonging to low-income families; currently Grade 12 students, college students, or out-of-school youth.

Allowed Courses: Any baccalaureate degree program.

Recognized Schools: Any state college or state university in Negros Occidental.

Benefits: Book and uniform allowance per semester, monthly stipend, thesis/research paper allowance, board exam subsidy.

5. Degree Completion Scholarship (DCS)

Short Description: For children from low-income families currently enrolled as second-year to third-year college students.

Allowed Courses: Any baccalaureate degree program.

Recognized Schools: Any college or university in Negros Occidental where the student is currently enrolled.

Benefits: Free tuition and other school fees, book and uniform allowance per semester, monthly stipend, thesis/research paper allowance, board exam subsidy.

6. Degree Completion Scholarship for OFWs (DCS-OFW)

Short Description: For non-returning OFWs who want to finish their degree or vocational course.

Allowed Courses: Any baccalaureate degree program or vocational course.

Recognized Schools: Any college or university in Negros Occidental where the applicant was previously enrolled.

Benefits: Free tuition and other school fees, book and uniform allowance per semester, monthly stipend, thesis/research paper allowance, board exam subsidy.

7. NOPMANS – Medicine

Short Description: For deserving Negrense graduates with a bachelor’s degree currently enrolled as medical students at USLS.

Allowed Courses: Doctor of Medicine.

Recognized Schools: University of St. La Salle – Bacolod.

Benefits: Free tuition and other school fees, book and uniform allowance per semester, board exam subsidy.

8. NOPMANS – Nursing

Short Description: For children from low-income families currently Grade 12 students or out-of-school youth.

Allowed Courses: Bachelor of Science in Nursing.

Recognized Schools: State University of Northern Negros.

Benefits: Free tuition and other school fees, book and uniform allowance per semester, monthly stipend, thesis/research paper allowance, board exam subsidy.

9. Provincial Midwifery Scholarship (MWS)

Short Description: For barangay health workers, children of IPs, or Negrense youth from low-income families; currently Grade 12 students, college students, or out-of-school youth.

Allowed Courses: Bachelor of Science in Midwifery.

Recognized Schools: State University of Northern Negros; Colegio de Santa Rita de San Carlos; Southland College; Fellowship Baptist College.

Benefits: Free tuition and other school fees, book and uniform allowance per semester, monthly stipend, thesis/research paper allowance, board exam subsidy.

10. Scholarship for Persons with Disabilities (PWD)

Short Description: For PWD Negrenses from low-income families currently Grade 12 students or out-of-school youth.

Allowed Courses: Any baccalaureate degree program.

Recognized Schools: Any college or university in Negros Occidental.

Benefits: Free tuition and other school fees, book and uniform allowance per semester, monthly stipend, thesis/research paper allowance, board exam subsidy.

11. Children of Solo Parent Scholarship (CSPS)

Short Description: For children of solo parents; currently Grade 12 students or out-of-school youth.

Allowed Courses: Any baccalaureate degree program.

Recognized Schools: Any state college or state university in Negros Occidental (for incoming first-year students); any college or university in Negros Occidental where the student is currently enrolled.

Benefits: Free tuition and other school fees, book and uniform allowance per semester, monthly stipend, thesis/research paper allowance, board exam subsidy.

12. Children of Non-Returning OFW Scholarship (CONROFW)

Short Description: For children of non-returning OFWs from low-income families; currently Grade 12 students, college students, or out-of-school youth.

Allowed Courses: Any baccalaureate degree program.

Recognized Schools: Any state college and state university in Negros Occidental (for incoming first-year students); any college or university in Negros Occidental where the student is currently enrolled.

Benefits: Free tuition and other school fees, book and uniform allowance per semester, monthly stipend, thesis/research paper allowance, board exam subsidy.

Qualification Requirements

To apply, you must:

  • Be a Filipino citizen, of good moral character, and a resident of Negros Occidental (excluding Bacolod City).
  • Have a general average of 80% or equivalent with no failing grade or dropped subject.
  • Belong to a low-income family (for DES, PSG, PDCS, IP, DCS, NOPMANS – Nursing, PWD, CONROFW, MWS, DCSOFW).
  • Not be related to another scholar of the province up to the fourth civil degree of consanguinity.

Initial Requirements

To apply, you must prepare the following:

  1. Fully accomplished NOSP Application Form with recent passport-size photo (4.5cm x 3.5cm)
  2. Photocopy of PSA Birth Certificate
  3. Photocopy of Grade 11 Report Card (for Grade 12 applicant)
  4. Photocopy of Grade 12 Report Card (for currently enrolled 1st year college student; out-of-school youth)
  5. Certificate of Grades from previous year levels (for continuing college/medicine student)
  6. Photocopy of Transcript of Records (for incoming first-year medicine student)

Additional Requirements

Depending on the scholarship type, you may also need:

  • IP scholarship – Genealogy Form and Certificate of Confirmation from NCIP
  • DCS – Narrative Report on why scholarship is needed
  • NOPMANS – Medicine – NMAT Results (if available)
  • PWD scholarship – Photocopy of PWD ID
  • CSPS scholarship – Photocopy of Solo Parent ID
  • CONROFW – Photocopy of Parent’s passport bio-page with latest arrival stamp in the Philippines
  • DCS OFW – Photocopy of passport bio-page with latest arrival stamp in the Philippines
  • MIDWIFERY
    • Photocopy of Certificate of Appointment (for BHWs)
    • Narrative Report on why scholarship is needed
    • Genealogy Form and Certificate of Confirmation from NCIP (for IP applicants)

How to Apply

1. Get the Application Form:

  • You can secure a copy from the Office of the Governor NOSP Division, OR
  • Simply download and print the form by clicking the button below:

2. Fill Out the Form Completely:

  • Make sure to answer both front and back pages of the form.
  • Write clearly and avoid leaving blanks.

3. Prepare All Requirements:

  • Gather the needed documents such as PSA Birth Certificate, Report Card/Transcript, Certificates, and other supporting papers.
  • Double-check if your scholarship type needs additional requirements (e.g., PWD ID, Solo Parent ID, NMAT result, Parent’s Passport for OFW).

4. Submit Your Application:

  • Submit the fully accomplished form together with the complete requirements to the NOSP Office for evaluation.

5. Take the Qualifying Exam:

  • Wait for the exam schedule (to be posted on the official NOSP Facebook page).
  • Bring your exam stub, valid ID, and any other instructions given.

6. Attend the Interview:

  • If you pass the exam, you will be scheduled for an interview.
  • Be on time, dress properly, and bring the original copies of your documents.

7. Sign the Scholarship Agreement:

  • Once selected as a NOSP grantee, you must sign the Scholarship Agreement.
  • This makes your scholarship official and ensures you understand your responsibilities as a scholar.

Scholarship Deadline

Make sure to submit your application on or before November 30, 2025.

Late submissions will no longer be accepted, so don’t miss this chance!
