About AHME Scholarship Program:

The Ministry of Basic, Higher and Technical Education (MBHTE), through the Access to Higher and Modern Education Scholarship Program (AHME-SP), is excited to announce the opening of applications for the Academic Year 2025–2026 (6th Cohort). This program aims to provide financial support to deserving students, helping them pursue higher education and contribute to the development of the region.

Qualifications:

To apply for the AHME Scholarship Program, you need to meet certain requirements based on residency, educational background, and financial status. Check the list below to see if you qualify.

  • Incoming freshmen taking up a 4- or 5-year undergraduate (Bachelor’s) degree.

Minimum Qualifications:

  • BARMM Resident
  • Must be enrolled in BARMM Priority Programs
  • Senior High School Graduate or Alternative Learning System (ALS) Graduate
  • Not a recipient of any other scholarship, grant, or financial subsidy from government or private sector
  • Belong to the underprivileged, disadvantaged, marginalized, poor, or low-income sector or group, with the following criteria:
    • Combined gross annual income of parents or guardian does not exceed PHP 400,000
    • An orphan
    • A child of a solo parent
    • A person with disability (PWD) or a child of a PWD
    • A member of the Indigenous People (IP) community or a child of an IP parent
    • An Internally Displaced Person (IDP)

  • For the child of a combatant
  • For the orphan of a combatant
  • For the surviving spouse of combatants

Benefits:

The AHME Scholarship Program provides financial support to eligible BARMM students pursuing higher education. Follow the steps below for details on the application deadline, required documents, how to apply, and important guidelines to ensure a successful application.

Please take note of the deadline for submission of your AHME Scholarship Program:

🗓️ Deadline: May 21, 2025 (until 5:00 PM)

Make sure to complete your application on or before the deadline!

Requirements:

To apply for the AHME Scholarship Program, make sure to prepare and submit the following documentary requirements:

CITIZENSHIP DOCUMENTS

  • Original PSA Birth Certificate
  • Two (2) copies of 2×2 ID picture with nametag (white background)
  • Certificate of Residency from the Barangay with applicant’s name

ACADEMIC DOCUMENTS

  • Original/Certified true copy of Form 138 (Report Card) – Grade 12 First Semester for SHS graduates
  • ALS Accreditation and Equivalency Test Passer Certificate (for ALS graduates only)

FINANCIAL DOCUMENTS
Submit at least one of the following:

  • Latest Income Tax Return (ITR) of one or both parents (if working)
  • Certificate of Tax Exemption from BIR with attached affidavit of low income (if non-working)
  • Certificate of Indigency of both parents (from barangay or DSWD/MSSD)
  • Latest contract or proof of income (for children of OFWs or seafarers)

FOR UNDERPRIVILEGED, DISADVANTAGED, MARGINALIZED, OR LOW-INCOME APPLICANTS
Submit at least one of the following:

  • Solo Parent ID (from Municipal or City Social Welfare and Development Office)
  • Certification of IP parent/s (from MIPA–BARMM)
  • PWD ID (from Municipal or City Social Welfare and Development Office)
  • Senior Citizen ID of parent/guardian (from OSCA)
  • Death Certificate of Parents or Certification of Being an Orphan (from Barangay or LGU)
  • Certification of Being an IDP (from Barangay or LGU)

FOR COMBATANTS, THEIR CHILDREN, OR SURVIVING FAMILY MEMBERS

  • Certification from MILF or MNLF Peace Mechanisms confirming status as a former combatant or child/spouse/orphan of a combatant
  • Additional supporting documents may include:
    • ID
    • Certificate of Training
    • Other official records proving combatant status

STEP 1: Prepare Requirements

Prepare all the necessary documentary requirements.

STEP 2: Scan Documents

Scan all the required documents and convert them into PDF files.

STEP 3: Open AHME Portal

Open the AHME Portal link and click on ONLINE APPLICATION.

STEP 4: Wait for Processing Confirmation

Wait for the notification confirming the successful processing of your application.

STEP 5: Verify Email

Log in to your email, click on the verification code sent to your inbox, and proceed.

STEP 6: Fill Out Application Form

Fill out all the necessary fields in the application form and attach the required PDF files.

STEP 7: Confirmation of Submission

Wait for the notification from the system confirming that your application was successfully submitted.

General Guidelines:

To ensure a smooth application process, please review the following guidelines. These include important responsibilities, requirements, and conditions to be aware of after submitting your application.

APPLICANT’S RESPONSIBILITIES AFTER SUBMISSION OF APPLICATION:

  • Download and fill out the application form with an attached 2×2 picture (white background).
  • Download the application form at the AHME Portal through this link: ahme-mbhte.bangsamoro.gov.ph
  • Applicants must prepare their original application form and documentary requirements based on the filled application form and the uploaded documents during the online application.

QUALIFIED APPLICANTS WHO WILL TAKE THE EXAMINATION:

  • Applicants must submit original documents based on the documentary requirements submitted.
  • Incomplete documents will not be entertained.

GROUNDS FOR TERMINATION:

  • Enrollment in non-recognized or non-priority programs after being prioritized for selection based on enrollment in a priority program.
  • Not carrying a regular academic load in accordance with the scholar’s program curriculum.
  • Failure to maintain the minimum General Weighted Average (GWA).
  • Dropping out or deferring the grant for more than the one-year period prescribed.
  • Shifting to another program or transferring to another HEI without approval from MBHTE.
  • Submission of fake or spurious documents.
  • Final conviction of an offense involving moral turpitude.
  • Participation or involvement in fraternity or sorority-related hazing activities as determined by the concerned HEI.
  • Non-completion of the degree program.
  • Failure to declare an Undertaking or Declaration of Return of Service.
  • Voluntary withdrawal/waiver of the scholarship grant.
  • Other causes analogous to the foregoing.
