RA 10931 / Free Tuition Law
In a pivotal decision on February 13, 2018, the Commission on Higher Education (CHED) endorsed 78 Local Universities and Colleges (LUCs) to join the Universal Access to Quality Tertiary Education Act (RA 10931).
This law aims to provide free tuition and other school expenses to qualified students, marking a significant stride towards enhancing educational accessibility across the Philippines.
The Commission on Higher Education (CHED) announced an additional list on March 15, which includes 78 LUCs established by local government units eligible to provide free higher education.
LUCs are educational institutions established through local ordinances and other enabling acts.
CHED plans to release the next batch of qualified LUCs before the start of the 2019-2020 academic year.
- Senator Bam Aquino, principal sponsor, and co-author of the law in the Senate, emphasized that state universities and colleges (SUCs) and government-run technical-vocational institutions (TVIs) are prohibited from charging students tuition and other fees, including miscellaneous fees.

The Free Tuition Law, a significant scholarship program, is a major step towards making quality higher education accessible in the Philippines, demonstrating the government’s dedication to providing educational opportunities for everyone.
