About OWWA & the Education for Development Scholarship Program (EDSP)

OWWA, part of the Department of Labor and Employment (DOLE), was established in 1977 to support Overseas Filipino Workers (OFWs) and their families. It provides social security, cultural support, employment assistance, remittance facilitation, and legal aid. OWWA is funded by contributions from OFWs and their employers. Its main office is in Pasay City, Philippines.

The EDSP offers financial aid up to Php60,000 per year to qualified dependents of OWWA members who excel in the DOST-SEI examination. The scholarship supports bachelor’s degree studies at accredited institutions in the Philippines.

EDSP 1: For new first-year college students.

EDSP 2: For students in their second to fifth year of college.

Eligibility Criteria:

To qualify for the OWWA Education for Development Scholarship Program applicants must meet the following requirements:

Category 1

• Incoming 1st Year College:
• Anak ng isang active OWWA member
• Or Kapatid (kung ang OWWA member ay single o may asawa, pero walang anak)
• Single.
• Must have NO AVAILMENT of any OWWA Scholarship Program by other Members of the OFW Family.
• Not more than 21 years old.
• Grade 12 graduating student with a GWA of 80% or equivalent.

Category 2 (not yet open)

• 2nd to 5th Year College Students:
  • Must be a child of an active OWWA member; or Sibling of a single or married but childless active OWWA member.
  • Must have NO AVAILMENT of any OWWA Scholarship Program by other Members of the OFW Family.
  • Must be single.
  • Must not be more than 30 years old.
  • Must have a GWA of atleast 85% or its equivalent.
  • Must have no failing grades.
  • Must be enrolled in a Philippine-based college/university.

Initial Requirements:

Here’s what you need to complete your scholarship application.

• OFW’s Valid Passport (Bio or Information Page)
• Copy of Dependent’s School I.D. or any available valid I.D
• Proof of Dependent’s Identity :
  • Valid School I.D. or any available Valid I.D.
  • PSA-issued Birth Certificate
  • Baptismal Certificate
• Copy of proof of grades from the previous school year, such as:
  • Form 137 (Permanent Record)
  • Form 10 or Transcript of Records (TOR)
  • Form 138 or Official Report Card
  • Certificate of Grades issued by the school
• 2×2 I.D. Picture of the OFW’s Dependent (Child or Sibling Applicant)
  • White background
  • With name tag and signature of applicant

Application Deadline:

The application for the OWWA Education for Development Scholarship Program (EDSP) 2026 will be open from November 10 to 28, 2025.

Application Process:

Step 1. Prepare Required Documents:

• Gather all documents specified by OWWA EDSP.

Step 2. Scan Documents:

• Ensure all documents are scanned clearly and legibly.

Step 3. Submit Online:

• Send your scanned application and documents online to the OWWA Regional Office based on your location.

Step 4. Visit OWWA Regional Welfare Office:

• Go to the OWWA Regional Welfare Office that covers the permanent address of the OFW. Obtain a queuing number or queue in line for the scholarship application.

Step 5. Present Documents:

• Show the I.D. of the OFW member and the required documents to the Membership Verification Desk.

Step 6. Receive Notice of Award:

• Collect the Notice of Award and the schedule for the Scholarship Orientation.

Step 7. Attend Orientation:

• Participate in the Scholarship Orientation and facilitate the notarization of the Scholarship Agreement.

Additional Requirements (if applicable):

• Certificate of Good Moral: Obtain from the school registrar or authorized school officer/faculty (waived due to pandemic).
• Medical Certificate: If required, get from a competent medical practitioner (waived due to pandemic).

Step 8. Follow Up:

• Contact the OWWA RWO for updates or further instructions about your application.
