About OWWA & the Education for Development Scholarship Program (EDSP)

OWWA, part of the Department of Labor and Employment (DOLE), was established in 1977 to support Overseas Filipino Workers (OFWs) and their families. It provides social security, cultural support, employment assistance, remittance facilitation, and legal aid. OWWA is funded by contributions from OFWs and their employers. Its main office is in Pasay City, Philippines.

The EDSP offers financial aid up to Php60,000 per year to qualified dependents of OWWA members who excel in the DOST-SEI examination. The scholarship supports bachelor’s degree studies at accredited institutions in the Philippines.

EDSP 2: For students in their second to fifth year of college.

EDSP 1: For new first-year college students.

Eligibility Criteria:

To qualify for the OWWA Education for Development Scholarship Program applicants must meet the following requirements:

Category 1

• Incoming 1st Year College:
  • Must be a child or sibling of an active OFW member.
  • Single.
  • Not more than 21 years old.
  • Grade 12 graduating student with a GWA of 80% or equivalent.
  • Must have taken the DOST-SEI Exam and be among the Top 1000 Rank of Examinees.

Category 2

• 2nd to 5th Year College Students:
  • Must be a child or sibling of an active OFW member.
  • Single.
  • Not more than 30 years old.
  • GWA of at least 85% or equivalent, with no failing grades.
  • Enrolled in a college or university based in the Philippines.

Additional Note: The applicant should not be receiving any other OWWA or similar scholarship.

Requirements:

Here’s what you need to complete your scholarship application.

• Scholarship Application Form: Obtain from OWWA RWO.
• OFW Membership Record: Secure from OWWA RWO.
• 2 pcs. I.D. Picture with Name Tag: Provided by the applicant.
• Valid I.D. of the OFW and/or Authorized Representative: Government-issued or company-issued I.D.

Proof of Relationship to OFW Member:

• Birth Certificate from PSA or LCR: Philippine Statistics Authority or Local Civil Registrar.
• OFW Birth Certificate (if the dependent is a sibling): Philippine Statistics Authority or Local Civil Registrar.
• OFW Certificate of No Marriage Record (CENOMAR) (if single): Philippine Statistics Authority.
• Dependent’s Birth Certificate: Philippine Statistics Authority or Local Civil Registrar.

Dependent’s Academic Records:

• Form 137 / Certified True Copy of Form 138 / Transcript of Records (TOR):
• For incoming first-year students: 80% GWA without failing grades.
• For second to fifth-year students: 85% GWA without failing grades.
• Secure from the School Registrar.
• Notice from RWOs of qualifying the DOST-OWWA Pre-Qualifying Examination for EDSP: Obtain from OWWA RWO.

Other Special Requirements (WAIVED DUE TO PANDEMIC):

• Certificate of Good Moral: Obtain from the School Registrar or an authorized school officer/faculty.
• Medical Certificate (Physically fit to attend school if the student has a medical condition): Get from any competent medical practitioner from a public or private medical institution/facility.

Application Deadline:

The application period for the OWWA Education for Development Scholarship Program (EDSP) 2024 is from July 26, 2024, to August 16, 2024.

Ensure all required documents are submitted by August 16, 2024.

Step 1. Prepare Required Documents:

• Gather all documents specified by OWWA EDSP.

Step 2. Scan Documents:

• Ensure all documents are scanned clearly and legibly.

Step 3. Submit Online:

• Send your scanned application and documents online to the OWWA Regional Office based on your location.

Step 4. Visit OWWA Regional Welfare Office:

• Go to the OWWA Regional Welfare Office that covers the permanent address of the OFW. Obtain a queuing number or queue in line for the scholarship application.

Step 5. Present Documents:

• Show the I.D. of the OFW member and the required documents to the Membership Verification Desk.

Step 6. Receive Notice of Award:

• Collect the Notice of Award and the schedule for the Scholarship Orientation.

Step 7. Attend Orientation:

• Participate in the Scholarship Orientation and facilitate the notarization of the Scholarship Agreement.

Additional Requirements (if applicable):

• Certificate of Good Moral: Obtain from the school registrar or authorized school officer/faculty (waived due to pandemic).
• Medical Certificate: If required, get from a competent medical practitioner (waived due to pandemic).
