What is the AFPSLAI SEAP?

The Armed Forces and Police Savings and Loan Association, Inc. (AFPSLAI) runs the Scholarship and Educational Assistance Program (SEAP) to help the families of its members. The goal is simple: make high-quality college education accessible to dependents.

The SEAP is split into two separate programs depending on the student’s chosen course:

  • Scholarship Apprentice Program (SAP): Exclusively for Business-Related Courses. *Note: SAP scholars have a service bond requirement after graduation.*
  • Educational Grant Program (EGP): Exclusively for Non-Business-Related Courses.

Qualifications

Because this is a dependent-based scholarship, there are strict rules for both the “Sponsor” (the AFPSLAI member) and the “Applicant” (the student).

For the Sponsor (Member):

  • Must be a Regular member of AFPSLAI OR a deceased/former regular member.
  • The total annual family income must not exceed ₱1,000,000.00.
  • If the sponsor is alive, they (and their spouse, if a member) must be in “good standing” with the association.

For the Applicant (Student):

  • Must be a legitimate, illegitimate, or legally adopted child of a married/unmarried sponsor.
  • If the sponsor is single/unmarried and has no children: A legitimate, illegitimate, or legally adopted brother or sister may apply.
  • Must be an incoming freshman (recent high school graduate), a second-year, or a third-year college student.

Benefits and Privileges

Both SAP and EGP offer extensive financial support to make sure students can focus on their studies without worrying about bills.

  • Tuition & Other Fees: Up to ₱30,000.00 per school term (and up to ₱10,000.00 for summer/midyear if required).
  • Book Reimbursement: Up to ₱2,000.00 per school term.
  • Monthly Stipend: ₱4,000.00 per month.
  • Board and Lodging: Up to ₱2,000.00 per month (Only for students in state colleges/universities, and only when necessary).
  • ROTC Incentive: ₱2,000.00 per month during the term when the ROTC subject is enrolled.
  • Grade Incentive (SAP only): An extra ₱3,000.00 at the end of each term for scholars who get a GWA better than 2.0.

Important: The SAP Service Bond

If you apply for the Scholarship Apprentice Program (SAP) for business courses, you are required to give back to AFPSLAI after you finish school.

Rule: SAP scholars must return to AFPSLAI after graduation (or after passing their licensure exam) to serve a bond. This service bond lasts anywhere from a minimum of six (6) months to eleven (11) months. The final duration will be evaluated by the AFPSLAI Human Resource & Management Division (HRMD).

There is no mention of a service bond requirement for students applying under the EGP (Non-Business courses).
