To qualify for the DOST-CBPSME Scholarship Program, applicants must fulfill the following criteria

  1. Citizenship
    • Be a natural-born Filipino citizen.
  2. Age Requirement
    • Be 50 years of age or younger at the time of application.
  3. Health and Character
    • Maintain good health and demonstrate strong moral character.
  4. Academic Admission
    • Meet the admission criteria for graduate studies at any university affiliated with NCGSME.
  5. Teaching Experience Requirements
    • For Doctorate Applicants: At least two years of teaching experience in science or mathematics.

    • Employed Applicants: Must be allowed to study full-time for 2-3 years (Residential Mode) or part-time for up to 6 years (Distance Education Mode at UPOU).
    • DepEd Employees: Must have official endorsement (Form 2A signed by the Division Superintendent and Regional Director), at least five years of service, and a “Very Satisfactory” performance rating for the last two years.
    • Non-DepEd Employees: Must provide a Certificate of Employment and a Permit to Study (Form 2B signed by their university head).
  7. Scholarship Limitations
    • Not currently receiving any other scholarship.
  8. Agreement Compliance
    • Willingness to adhere to the terms and conditions specified in the Scholarship Agreement.

Who Else Can Apply

  • Individuals who have completed a PhD in a priority S&T program (either as a scholar or non-scholar) may apply to pursue a second PhD.
  • Those who hold a Master’s or PhD in non-S&T fields are eligible to apply for another advanced degree program.

Who Is Not Eligible

  • PhD graduates (scholars or non-scholars) intending to pursue another Master’s degree are not eligible.
  • Master’s graduates in priority S&T programs are ineligible for a second Master’s degree.

Selection Process for Scholarship Awardees:

Below are the steps involved in the selection process for scholarship awardees, designed to ensure that qualified candidates are chosen.

  1. The university reviews and assesses the completed application forms and supporting documents submitted by applicants.
  2. Short-listed candidates undergo an interview conducted by the university.
  3. The university compiles and submits a list of potential qualifiers to the DOST-SEI (Department of Science and Technology – Science Education Institute).
  4. DOST-SEI checks the eligibility of the potential qualifiers for the scholarship.

Additional Steps for DepEd Teacher Applicants

  • DOST-SEI sends the list of potential qualifiers, including both teaching and non-teaching personnel from DepEd who have a minimum of five years of service and a “Very Satisfactory” performance rating for the past two years, as specified in DepEd D.O. 68 s. 2009.
  • DepEd issues a certification regarding the permit for potential qualifiers to take leave with compensation.
  • DepEd forwards the list of qualified personnel to DOST-SEI for final approval from the DOST Secretary.
  1. Upon receiving approval from the DOST Secretary, the list of awardees is finalized and is not subject to appeal.
  2. DOST-SEI, through the Consortium Project Directors, issues a notice of award to the selected recipients.

Terms and Condition:

Awardees of the DOST-CBPSME Scholarship Program are required to:

  • Enroll in the designated academic load each semester and pursue their studies either full-time or part-time (via UPOU) at an approved training institution.
  • Maintain the grade point average or general weighted average specified by the Graduate School of the university, ensuring compliance with all academic requirements to remain eligible for the scholarship.
  • Adhere to the terms and conditions outlined in the Scholarship Agreement, which is signed by the awardee, the DOST-SEI, and the training institution.
  • Render service in the Philippines in their field of specialization upon completion of their degree, for a duration equivalent to the time the scholarship was received.
  • Refund the scholarship amount, with an additional 12% interest, if they do not complete their program within the specified timeframe or fail to meet their service obligations.
