• A resident of Iligan City for at least 10 years.
• A high school graduate of any public or private school in Iligan City or a passer of the AET (Accreditation and Equivalency Test) conducted by DepEd.

• A family income not exceeding P150,000.00 per annum for a family of 6, with an additional P10,000 per extra member.
