About the OWWA ELAP:
The program OWWA ELAP focuses on two main areas of support. It helps cover educational costs for dependents of deceased or imprisoned OFWs, and it provides funds to support livelihood activities for family members.
This support helps cover educational expenses and provides financial resources to start or enhance income-generating activities.
Eligibility Criteria:
To qualify for the OWWA ELAP program, applicants must meet specific criteria based on their educational status and relationship to an active OWWA member.
For Incoming Freshmen (1st Year College) and Grade 12 Graduates:
- Child of an active OWWA member or sibling of a single active OWWA member
- Single
- Not more than 21 years old
- Grade 11 graduate (incoming Grade 12) or currently enrolled in Grade 12
- General Weighted Average (GWA) of 80% in all academic and non-academic subjects during the last school year attended in full load
For College Students (2nd Year to 5th Year):
- Child of an active OWWA member or sibling of a single active OWWA member
- Single
- Not more than 30 years old
- General Weighted Average (GWA) of 80% in all academic and non-academic subjects during the last school year attended in full load
“Educational Assistance- intended for deceased OFW with school-age qualified dependent. The eldest or the first born shall be the qualified dependent, in cases where the eldest/first born is not qualified or able the next born child shall be elected.”
Note: Applicants must not be recipients of any OWWA or other scholarship grants.

Application Process:
Follow these steps to apply for the ELAP program efficiently.
Step 1. Visit the OWWA Regional Welfare Office
- Go to the OWWA office that covers the permanent address of the OFW.
Step 2. Get a Queuing Number
- Obtain a queuing number or line up for your turn.
Step 3. Submit Initial Documents
- Present the accomplished Endorsement Form from Social Benefits Unit/Desks and the OFW Membership Record.
- Get the ELAP application forms and a checklist of requirements.
Step 4. Submit Application Forms
- Complete the application forms and gather the required documents.
- Submit these to the Reintegration Unit/Desks.
- Obtain the schedule for the Entrepreneurship Development Training (EDT).
Step 5. For Educational Assistance
- If the deceased OFW has a qualified dependent applying for educational assistance, go to the Education and Training Unit/Desk.
- Get the requirements checklist for educational assistance.
Step 6. Submit Educational Assistance Requirements
- Submit the complete requirements for the ELAP Educational Assistance Application.
- Wait for the evaluation results.
Step 7. Attend Training/Orientation
- Attend the scheduled training or orientation for the EDT (Livelihood Assistance) or Scholarship Orientation.
Step 8. Obtain Assistance Notice
- Collect the notice for the release of assistance from the Reintegration Unit/Desk and/or Education and Training Unit/Desk.
- Note: Bring at least two valid IDs of the claimant or dependents.

Benefits
The ELAP provides essential support to families of deceased OFWs or those sentenced to death abroad. It includes financial aid for livelihood activities and educational support for their dependents.
