OWWA, part of the Department of Labor and Employment (DOLE), was established in 1977 to support Overseas Filipino Workers (OFWs) and their families. EDSP 2: For students in their second to fifth year of college.

Eligibility Criteria:
To qualify for the OWWA Education for Development Scholarship Program applicants must meet the following requirements:
Category 1 (Not yet announced)
- Incoming 1st Year College:
- Must be a child or sibling of an active OFW member.
- Single.
- Not more than 21 years old.
- Grade 12 graduating student with a GWA of 80% or equivalent.
- Must have taken the DOST-SEI Exam and be among the Top 1000 Rank of Examinees.
Category 2
- 2nd to 5th Year College Students:
- Must be a child or sibling of an OFW with Active OWWA membership (Subject to validation)
- Single and not more than 30 years old
- With GWA not lower than 85% or its equivalent
- Must have no failing grades
- Must be enrolled in a Philippine-based college/university
Initial Requirements:

- OFW’s Valid Passport (Bio or Information Page)
- Copy of Dependent’s School I.D. or any available valid I.D
- Proof of Dependent’s Identity (submit any of the following):
- PSA-issued Birth Certificate
- Local Civil Registrar (LCR) Birth Certificate
- Baptismal Certificate
- Copy of proof of grades from the previous school year, such as:
- Form 137 (Permanent Record)
- Form 10 or Transcript of Records (TOR)
- Form 138 or Official Report Card
- Certificate of Grades issued by the school
Application Deadline:
The application for the OWWA Education for Development Scholarship Program (EDSP) 2025 will be open from July 16 to 31, 2025.

Step 1. Prepare Required Documents:

Step 5. Present Documents:
- Show the I.D. of the OFW member and the required documents to the Membership Verification Desk.
Step 6. Receive Notice of Award:
- Collect the Notice of Award and the schedule for the Scholarship Orientation.
Step 7. Attend Orientation:
- Participate in the Scholarship Orientation and facilitate the notarization of the Scholarship Agreement.

- Certificate of Good Moral: Obtain from the school registrar or authorized school officer/faculty (waived due to pandemic).
- Medical Certificate: If required, get from a competent medical practitioner (waived due to pandemic).
