About Vicsal Foundation College Scholarship Program:
The Vicsal Foundation College Scholarship Program started in 2007 to help financially struggling students from public high schools in Cebu. It aims to provide these capable students with the chance to go to college.
Since then, the program has grown, helping many students achieve their educational goals. By 2022, 193 scholars had graduated, with many receiving honors, including Summa, Magna, and Cum Laude.

Eligibility Criteria:
To qualify for the Vicsal Foundation College Scholarship Program, applicants must meet the following criteria:
• Must be a graduate or a graduating student from any public senior high school, with a general average of at least 88% and no grade lower than 80% in any subject.
• Must possess good moral character and demonstrate leadership skills.
• The combined annual gross income of both parents/guardians must not exceed Php300,000.00, or Php150,000.00 for families with a single earner.
• Must not be receiving any other scholarship grants while enlisted in this scholarship.

Requirements:
To ensure a smooth application process for the Vicsal Foundation College Scholarship Program, applicants must submit the following documents:
- Applicant’s High School Report Card (Indicating at least 1st-3rd grading grades): 1 Certified True Copy
- Submit either one of the following:
- If parents/guardians pay income tax: Latest BIR Income Tax Return (ITR) – 1 photocopy
- If parents/guardians have no taxable income:BIR Tax Exemption Certificate – 1 photocopy
- Applicant’s Good Moral Certificate: 1 Certified True Copy
- Applicant’s Birth Certificate: 1 Photocopy
- Applicant’s Barangay Clearance: 1 Photocopy
- Applicant’s 2″ x 2″ Colored Picture: 1 Piece

Selection Process:
After completing the initial screening, applicants will progress through the following phases of Vicsal Foundation College Scholarship Program:
- Paper Screening:
- Review of submitted documents to ensure eligibility and completeness.
- Examination:
- A written test assessing academic knowledge and skills relevant to the scholarship.
- Pre-Interview
- An informal interview to evaluate the applicant’s motivations and aspirations.
- Final Interview:

- Home Visit:

Terms and Conditions:
Scholars must follow these terms and conditions of the Vicsal Foundation College Scholarship Program:
- Scholars are required to complete the regular semestral academic load as outlined in their curriculum.
- Scholars must maintain a semestral grade point average of at least 2.0 or its equivalent, with no grades lower than 2.5, and no grades marked as NC (No Credit) or NG (No Grade) in any subject.
- Scholars are prohibited from dropping or withdrawing from any subjects or canceling their enrollment during the semester they receive the scholarship.
- Scholars may not accept any other scholarship grants while enrolled in this scholarship program.
- Scholars are not allowed to take any employment while receiving the scholarship, as the focus should be on their studies.
- Scholars must refrain from engaging in any fraudulent, dishonest, criminal, or immoral behavior, and must adhere to the school’s rules and regulations.
- Failure to attend classes due to health issues, pregnancy, disciplinary actions, or any behavior that contradicts the objectives and standards of the FOUNDATION and the SCHOOL may lead to the termination of the Scholarship Grant.
